Setting TDC

Hi All,
I am ready to install my 123 dizzy, and am trying to set the motor on TDC.
I have the rear on stands, with the gearbox in 2nd, and when I spin the wheel, I get no movement of the motor.
What am I doing wrong?

Only lift one rear wheel. The differential spins the other rear wheel if both are off the ground. I have found that if it is in 4th. it turns the motor easily.
