Wasn’t that the original name, because they planned to sell them to the Continent?

There were several names considered, Elfin and Concorde were two before they settled on Europa.  The actual name used depended on local copyright provisions.  In some countries, Europa was already in use or reserved by other companies.  They they used Europe.

I'm guessing it was a Canadian market car, I have seen a few on this side of the 49th with the Europe badge.

VW owned name rights in Germany for Europa. Cars sold in that market had to go by "Europe" instead. Elsewhere including Europe outside of Germany, Europa name wasn't a problem.
