You should be able to get them at a regular auto parts store but if not, r.d. enterprises or Dave Bean have them, I'm sure.

What about just the refills. BLADES ONLY?
Dakazman

The 15" blades are easily available, but not cheap.

Replacing just the rubbers would be easy if they were easily found.

Most parts outlets sell black wiper blades.  Period correct blades are best found on ebay or from British car parts suppliers.  Replacement rubber blade refills are available from companies like Trico, etc.  My single wiper system uses a 16" blade.  I bought an NOS, chrome 16" blade off ebay and then fit a new rubber.  The Trico 43-160 refill fit my blade perfectly.

The 43 series is available in lengths from 13" to 20" and would suit many period blades.  Other widths are available.
