Not sure if anyone here knows the car, listing says it is an estate sale. Looks pretty nice, asked about why it wasn't running and said "some parts were taken off for upgrades, never got put back together" and was provided another 11 photos of various things, but this one of the engine might be most useful.

I am going to look at this tomorrow, as it is close by. I may be interested, I may not.
I spoke to the seller. It is part of an estate sale and it will be the highest bid tomorrow when the estate sale ends.
I'll proxy for someone, but I do not think the way the are selling this will make it easy to get a transaction done.

If the carbs were on, I bet it would run. However it is one of things you have to bet on. The suspension looks all original as most of the car, so I think the owner found a nice unmolested car and started to recommission it and then passed away. It could be the original un-rebuilt motor and trans, clutch, etc. So, maybe the drive train needs to be gone through? The paint just needs to be polished out and I would accept it.
All in all I was out-bid at $7,000 (worth more to me if running), but it was probably still a very good deal for the winner. Hope to see it again.
oh and there was a old yellow helmet hand painted with LOTUS that the owner used in the past for racing (a previous car) - priceless!

Wish it was me, but it was not, thanks for the update. It looks like a good buy at $7k (to my uneducated eye) assuming that the story is pretty accurate and it does in fact not need much to get running. I've certainly seen higher prices on bigger heaps!

I received more pictures from seller. There lots of rust rotten on frame. Its definitely need a new frame.

Sorry.. I deleted the messenger yesterday. It was bad rotten out on the left split. Heavy rust on suspension too.
