Best Payment for overseas parts .

   I’m trying to conclude a purchase and the seller does not have a PayPal account or eBay account. 
What is the best way to send money, money order , Check ??? This is to a private seller.

Check out Xoom, a subsidiary of Paypal, if a relatively small amount.  With Xoom you can do a transfer directly to the seller's bank account.  I've used it several times with good success.

Long before we got a Paypal account, I used to buy books over the internet and I bought a few from Canada and the USA.  Buying from a dealer was fine, just credit card but if it was an individual collector like me then I'd use our local post office for transferring cash. 

I just did a quick check and they still provide the service online although now it looks like they are offering a service provided by Western Union so presumably you could do the same if you're confident about the seller ?

ps - I am surprised an individual has managed to avoid Paypal/Ebay and still sell stuff these days !

If this is an eBay sale, I'd be surprised, too.

Payment through PayPal used a mandatory requirement for eBay sellers.
Frankly, I'd want the safety net offered by PayPal, particularly if it's a large amount.

get them to set up a paypal account, it costs nothing if their not using it, get them to use a securely generated password, then you can pay via paypal to the persons email.

  I’m thinking about pulling out of the deal which was for a rocker assembly for a crossflow for 35. Euro and  100 for shipping.
  I would like some guarantees I at least get the item , if I go through with it . Another concern w I asked for a address but only crickets.

I just sent money to England through Bank of America money transfer.  It was free. 
The British vendor had suggested using https://transferwise.com/ as it is relatively low cost and fast.
I think Paypal charges 5%, which is a lot.
So, check with your bank.  It may be easy to wire money.

  Its a matter of holding the payment in escrow until the part is received, but on the other hand ,.. what if you received the part and it was not to your expectations, then the seller is left out in the cold.
So does it have dual protection?
