What model or country or series or production period was the 807-20 "hemi" with or without dual Webers or any other carburetion variant offered from Lotus?

Europa was never offered with any hemi (crossflow) engine from Lotus. There probably were minor variations of the 2 barrel Solex carb for emission purposes on the standard Renault engines.
